Smit, apparently an amateur radio operator, filed an application (with supporting exhibits) for special temporary authority to experiment with ROS digital communications modem software, whose purpose is to optimize high-frequency, moon bounce, and meteor-scatter digital communications. Operation is to be on several frequencies between 1.838 MHz and 14.416 MHz. Approval was granted on August 10.
